President Asif Ali Zardari has officially approved the CDA Amendment Ordinance 2025, introducing sweeping reforms to the land acquisition and compensation process in Islamabad. The updated ordinance, now formally notified, focuses on improving compensation methods and protecting the rights of displaced citizens.
Broader Compensation Options Introduced
Under the new ordinance, compensation for affected parties will no longer be limited to monetary payments. Instead, the Capital Development Authority (CDA) can now offer compensation in the form of land or other assets. This move provides flexibility for both the government and citizens during land acquisition.
Moreover, the Deputy Commissioner has been given authority to make separate awards for land and structures. This allows for a more accurate and transparent assessment of property value and ensures that owners are fairly compensated for both land and buildings.

Legal Protection for the Displaced
The amended law includes clear legal safeguards for people displaced by CDA projects. It guarantees a structured process for resettlement and rehabilitation, making sure that no one is left behind during development activities.
Additionally, if there is a delay in the payment of compensation, the government is now required to pay an 8% annual interest on the pending amount. This clause discourages delays and strengthens accountability.
Vulnerable Groups Get Special Safeguards
The ordinance also provides specific protection for vulnerable populations, including individuals with disabilities, minors, and those under legal guardianship. These groups will receive prioritized treatment during compensation and rehabilitation procedures.
Easier Transfer Processes
Another major reform is the simplification of property transfer processes through the CDA. Previously, several bureaucratic hurdles made land transfers slow and complicated. With the barriers now removed, the process is expected to become faster, more transparent, and user-friendly.
This amendment marks a significant shift in Islamabad’s urban planning approach, placing greater emphasis on fairness, efficiency, and social justice.
