Top Pakistani generals have directly linked the recent Pakistan-India tensions to India’s internal governance failures, claiming New Delhi is using the Kashmir attack to distract from domestic problems and pursue political goals. During a high-level military meeting in Rawalpindi on May 2, the army leadership reaffirmed its readiness to defend Pakistan’s sovereignty against any threat.
Blaming the Blame Game
The April 22 attack in Pahalgam, Indian-administered Kashmir, left 26 civilians dead and sparked fresh accusations from India against Pakistan. However, Pakistani military officials rejected any involvement and accused India of following a pattern of exploiting such incidents for political and military leverage.
At the Corps Commanders’ Conference chaired by Army Chief General Asim Munir, Pakistan’s military leadership highlighted what it called a “predictable template” by India. They noted how internal failures are routinely externalized, especially during periods of domestic instability.

Reviving Past Patterns
Military leaders drew parallels with the 2019 Pulwama attack, after which India revoked Article 370 and altered the constitutional status of Jammu and Kashmir. The generals said the same strategy appears to be playing out again, this time with the Pahalgam tragedy as the catalyst.
Water Disputes and Strategic Risks
The commanders also voiced serious concern over India’s suspension of the Indus Waters Treaty (IWT). They called it a dangerous attempt to “weaponize water,” which could jeopardize the livelihoods of over 240 million Pakistanis. The move, they warned, not only threatens vital resources but also raises the risk of long-term regional instability.
Allegations of Covert Operations
The military cited credible intelligence suggesting Indian involvement in orchestrating violence within Pakistan through proxy groups.
A Warning and a Commitment
While reaffirming Pakistan’s commitment to regional peace, the army warned that any provocation would be met with a “sure and decisive” response. General Munir commended the readiness and morale of the forces and urged continued vigilance.
The statement concluded with a strong message: destabilizing actions will not go unanswered.
