Ogra Hikes Fixed Gas Charges for Domestic Users by 50% From July 1

Ogra has announced a sharp 50% rise in gas charges for domestic consumers, increasing fixed rates across the board while keeping per-unit tariffs unchanged. The revised pricing structure takes effect from July 1, 2025, and applies nationwide under the fiscal policy for 2025–26.

Revised Fixed Charges

As per the new rates notified by the Oil and Gas Regulatory Authority (Ogra), protected consumers—typically low-income households—will now pay Rs600 in fixed monthly charges, up from Rs400. For non-protected users, the increase is steeper: Rs1,500, up from Rs1,000.

Households in the non-protected category consuming over 1.5 cubic hectometres (hm³) will see their fixed charges rise to Rs3,000, compared to the previous Rs2,000.

Despite these increases, the actual gas tariffs per unit remain unchanged for domestic users, including protected and non-protected categories, tandoors, commercial units, CNG stations, and ice factories.

No Change in Household Tariffs

While fixed charges have gone up, the government has decided to keep the per-unit gas prices for household users steady. This decision offers some relief to families already coping with inflation, even as it shifts part of the burden to monthly service costs.

The Economic Coordination Committee (ECC) made the pricing adjustments just days earlier as part of broader fiscal reforms.

Bulk Consumers Face Tariff Increase

The gas sale prices for general industry, power plants, and independent power producers have been raised. This hike aligns with the government’s recent commitments to the International Monetary Fund (IMF), particularly around cutting subsidies and improving revenue collection.

Compliance and Policy Goals

The new rates follow Ogra’s recommendations under the revenue requirement framework for SNGPL and SSGCL. Under the Ogra Ordinance, the federal government must revise and notify consumer gas prices within 40 days to ensure compliance and cost recovery.
