Field Marshal Asim Munir, Pakistan’s Chief of Army Staff, called the role of civil bureaucracy “indispensable” to national governance. Addressing probationary officers of the 52nd Common Training Program (CTP) at the Civil Services Academy on June 27, he highlighted the importance of civil-military synergy for achieving Pakistan’s strategic and developmental goals.
Stressing Unity in Governance
Field Marshal Munir emphasized the need for strong collaboration between civil and military institutions. He underscored the importance of inter-institutional harmony, mutual respect, and a united national purpose to meet the country’s internal and external challenges.
Promoting Integrity and Professionalism
Urging young officers to adopt integrity, professionalism, and patriotism, Munir said that a transparent, efficient, and service-driven civil bureaucracy forms the backbone of national progress. He called on civil servants to uphold the highest standards while serving the people.

Bridging the Civil-Military Gap
This address is part of an ongoing initiative to improve understanding between Pakistan’s civil and military leadership. It follows a series of interactions, including Munir’s recent meeting with U.S. President Donald Trump — the first official engagement between a Pakistani army chief and a sitting U.S. president.
Training with Armed Forces
Probationary officers recently spent time with Army formations in Kashmir, Khyber Pakhtunkhwa, and Balochistan. These attachments allowed them to observe military operations and better understand the armed forces’ role in national security, regional peace, and development.
Officers Welcome the Experience
Participants expressed appreciation for the opportunity to engage with senior military leadership. They valued the exposure to the strategic vision and operational preparedness of the Pakistan Army.
Ending with Dialogue
The session concluded with a Q&A segment, fostering open dialogue and promoting collective responsibility. Both sides reiterated their shared commitment to Pakistan’s stability and long-term progress.
