Starlink Set for December Launch in Pakistan

Minister of State for Information Technology Shaza Fatima Khawaja confirmed that the much-anticipated Starlink launch in Pakistan remains on track for December 2025. She dismissed rumors of licensing delays, assuring reporters that the process is progressing smoothly and within a structured timeline.

Regulatory Framework in Progress

Speaking to media on Friday, Shaza said that SUPARCO has appointed a consultant to draft Pakistan’s first regulatory framework for Low Earth Orbit (LEO) satellites. The rulebook is expected to be completed by June. This legal groundwork will enable foreign satellite internet providers like Starlink to operate under clear guidelines.

“There is no delay in Starlink’s licensing. The company is actively coordinating with relevant authorities,” Shaza stated. She added that Starlink would now focus on infrastructure development in the next five to six months to prepare for operations.

Chinese Firms Eye Pakistani Market

The minister also revealed growing international interest in Pakistan’s satellite internet space. Chinese companies, including Galaxy Space and Shanghai Space, have expressed interest in entering the market. However, she clarified that no formal applications have been submitted yet.

“Our space policy is open and non-exclusive,” Shaza noted. “We welcome all companies that meet regulatory criteria.”

Telecom Sector Faces Financial Challenges

Shaza highlighted ongoing challenges in the telecom sector, pointing out Pakistan’s average revenue per user (ARPU) stands at just Rs270—the lowest in the region. She attributed this to the depreciating rupee and rising electricity costs.

The upcoming spectrum auction, she added, is expected to boost service quality. Telecom companies have also submitted budget proposals for the next fiscal year, which are currently under review with the Ministry of Finance.

No Talks with X Since Ban

Addressing the continued ban on social media platform X (formerly Twitter), Shaza stated that the company has not contacted the IT Ministry since the shutdown. She emphasized that the ban stems from non-compliance with Pakistani laws.

“Other platforms are responsive. X has chosen not to engage,” she said.
